Randel was born in DeFuniak Springs, Florida, and raised in Enterprise, Alabama. He graduated from Auburn University and later served in the United States Air Force during the Vietnam and Cold Wars as a Russian interpreter stationed in Turkey, he then continued his military service by working with the National Security Agency. Randel later returned to Enterprise where he, his father, and his brother built Fulford’s Auto Salvage, a well-known family business in the community for many years. He later retired to Fairhope with his wife Evelyn in 2010. Randel was a soft-spoken and humble man who loved his family and enjoyed golf and tennis. His grandchildren were the greatest joy of his life.
